Training Plans

Pre-Service

Required for all newly hired employees, contractors, interns, foster parents, and volunteers before any direct contact with unaccompanied children.


Courses are aligned with ORR requirements 
and the specific state licensing standards for your location. FTL works with each program to ensure training meets the expectations of both ORR and the licensing entity.

First Aid and CPR

CPR, First Aid, and AED training (infant, child, and adult) is provided through American Red Cross–certified instructors and prepares staff to respond confidently to medical emergencies while meeting all ORR and state licensing requirements.

PSA Training Plans

(Required under 45 CFR 411.31(a) and UACB Policy Guide Section 4: Preventing, Detecting, and Responding to Sexual Abuse and Harassment)


The PSA Training Plan covers:



  • Pre-Service PSA Training
  • Annual PSA Refresher Training
  • Specialized PSA Training for medical and clinical staff


All FTL PSA courses align with ORR’s mandated curriculum structure.

Annual Training

ORR annual training helps staff strengthen their skills and stay current on the policies and practices needed to safely and compassionately support unaccompanied children.

Crisis Intervention Procedures and Techniques

Training equips staff with safe strategies for de-escalation and crisis response.


Medical and Mental Health Training

Required for programs serving UAC populations, including:

  • How to access medical and mental health services
  • Medication management procedures and documentation

Trauma-Informed Care Training

Provides staff with knowledge and skills to support children with trauma histories through safe, responsive, and developmentally appropriate care.

Sex and Labor Trafficking and Exploitation

Covers risk factors, indicators, and appropriate responses for children who may be victims or at risk of trafficking.


Fraud Detection and Reporting Training

Ensures staff can identify, report, and prevent fraud, in alignment with ORR incident reporting requirements.



Pregnant and Parenting Children 

This training equips staff with the knowledge and skills to support pregnant teen safely and parenting unaccompanied children, in alignment with UACB policies and care requirements.

Early Childhood Training Plan

Designed for ORR programs serving young children, this training plan helps staff create nurturing, developmentally supportive environments.

Emergency Preparedness

Emergency Preparedness training helps staff confidently respond to evacuations, crises, and unexpected events—including disasters, active shooters, fires, and power outages—to keep children safe.

Annual Subscription

  • What content is included in each training course?

  • Are your trainers qualified?

    Yes. All FTL trainers meet or exceed state requirements for trainer qualifications. Our instructors hold relevant educational credentials, professional experience in early childhood and residential care, and documented qualifications for each course they deliver. Certified American Red Cross instructors provide pediatric CPR courses.

  • Can I purchase a course for a staff member or someone other than myself?

    Absolutely. You can purchase training for staff, caregivers, or other team members. Simply select the option “Purchase for Someone Else” during checkout, and the course will be assigned to the correct learner.

  • Do courses meet ORR and state licensing requirements?

    Yes. All FTL courses align with ORR and state licensing standards, and we provide a crosswalk template that maps each training requirement to both entities for auditors' and Project Officer review. FTL also supports programs with any edits or enhancements requested during the approval process.

  • How long do I have to complete a course?

    Individual courses typically allow 30 days of access, while bundles allow 6 months. Annual subscriptions give full-year access to all available courses.

  • Do courses come in Spanish or other languages?

    Yes. Many courses are available in Spanish, with additional languages available based on program needs.

  • Can FTL tailor training specifically for our program?
